Contract Engineer
(United Arab Emirates - Abu Dhabi)

Responsibilities:

· To develop / maintain and follow up the annual acquisition plans for the Division and update management on progress to facilitate decision making and implementation of action plans.
· To manage the development, implementation and regular review of the contract & SWO management policies, procedures and systems to ensure consistent & systematic application of best practices providing timely and effective support to concerned users. To develop/ up-date procedures related to contract functions and ensure access to the latest revision of the procedures and policies for the users through divisional intranet web page to create awareness among all personnel.
· To perform duties as a contact point for arranging modular and turn round contracts/SWO’s for Plant ensuring adherence to legislative policies and procedures.
· To coordinate with all departments to collate contract requests and requirements and arrange maintenance support services through the use of Service Work Orders. To liaise with internal departments to obtain technical support and draft bidding documents in accordance to government guidelines and to examine all scope of works prepared by various user sections / departments, received to issue tenders/ contract requests ensuring they are within set quality standards and advice on areas of improvement.
· To manage and guide the process of Contract/SWO procurement to ensure that all company requirements and services are provided cost efficiently and safely with the required quality through effective management of the contracting process with the selected contractor.
· To verify contract documentation ensuring clarity of scope of work, project deliverables and time frames are in line with business objectives while timely managing maintenance of information/records of all contracts handled by the unit whilst ensuring security/ confidentiality of Tender / Service Work Order and Contract documents and files.
· To evaluate bidder’s capabilities and recommend the potential bidders list, prepare for respective submission, prepare and issue the tender documents to the approved bidders (Selected from Maximo Commercial Directory). To coordinate site visits, attend tender clarifications and follow up on submission of offers by Tenderers. To coordinate with users the technical evaluation in accordance with the set criteria, coordinate negotiation and communication with tenders.
· To conduct the commercial analysis, coordinate the negotiation and communication and prepare the submission for award recommendation as per the company policy and procedures. To prepare the fax of award and obtain acceptance from the successful contractor.
· To manage the contracts/SWO through close out and completion phase to ensure full commercial protection with minimal commercial issues and assist in resolving contractual and financial disputes between contractors and users and recommend solutions. To analyze validity of contractual claims and recommends in consultation with the Planning Section Head the appropriate action as and when assigned.
· To provide legal contractual advisory to all departments throughout contract implementation in order to safeguard organizational objectives within legal boundaries and in the event of a dispute with the contractor, negotiate and resolve the dispute to the mutual satisfaction of both parties.
· To coordinate with the Commercial Division and facilitate the timely renewal and award of new/existing Contracts for all support services and to follow-up on all awarded Service Work Orders and Contracts to prepare variance analyses to settle final payments and prepare contractor evaluations.
· To carry out all coordinating activities and act as contact point for arranging modular and turn round contracts for the Division.
· To provide inputs and suggestions for the continuous improvement of contract procedures/ practices taking into account ‘best practice’, international standards to improve efficiency & effectiveness and changes in business environment.
· To ensure compliance to all relevant safety, quality and environmental management policies, procedures and controls.
· To prepare periodical progress reports on Contracts, Service Work Order Tenders and Service Work Orders to keep top management informed about the progress of all initiatives and to facilitate decision making.

Requirements:

* Candidate must possess at least a Bachelor's Degree, Engineering (Petroleum/Oil/Gas) or equivalent.
* At least 6 year(s) of working experience in the related field is required for this position.
* Applicants must be willing to work in Abu Dhabi.
* Full-Time positions available.
